In the novel superfluid polar phase realized in liquid $^{3}\mathrm{He}$ highly anisotropic aerogels, a quantum transition to polar-distorted A (PdA) may occur at low but finite pressure ${P}_{c}(0)$. It is shown that nontrivial dynamics of critical fluctuation PdA order induced by presence both columnar impurity scattering leading Anderson's theorem for and line node quasiparticle gap state, that, contrast situation normal B-phase isotropic weakly divergent behavior compressibility appears region close
